Note the wording of the “emoluments clause:
“No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.”
Article 1, Section 8, clause 9.
Trump would have been reimbursed by the Federal Government. NOT France or Germany. And if they did pay for it, it would not be a “present or emolument”. Particularly if he did not make a profit.
As far as I can see, he thought he was offering first class secure accommodations, at cost. If he were the type to listen to advice, he would have never made the offer. But he isn’t the type.
But, you don’t like him. For you, that’s all that matters.
As an aside, I’ve often why Eisenhower or Bradley could accept knighthoods from Great Britain. Obviously, Congreff Affembled said, “Sure. Go ahead.”
