When U.S. intelligence agencies gather information on foreigners, often the name of a U.S. citizen or entity will be collected. Under current U.S. law, information about innocent citizens gathered in this way is referred to as incidental collection. Their names and data must be masked to protect their privacy.

Authorized government officials, under certain conditions, may “unmask” the identity of an individual.

When John Bolton served at the United Nations, he “unmasked” the identities of three individuals. In the year leading up to the 2016 presidential election, then-U.S. Ambassador to the United Nations Samantha Powers unmasked over 260 Americans. Unprecedented number of intentionally made decisions to remove the designed protections and violate the privacy of US citizens.

Soon we'll know why.

Your "illustrative example" doesn't change a thing.

He still isn't an American.

He can still be charged. Much like Assange.

And he should be behind bars. Just like Brennan:

On Friday the Deep State leaked to The New York Times that Brennan’s Russian “source” who determined that “Putin personally ordered an influence campaign in 2016 aimed at the US presidential election” to undermine Hillary Clinton in favor of Trump” would be outed if Barr released information on the Obama administration spying on the opposition party.

Now there are calls for former CIA Chief John Brennan to be prosecuted for revealing the existence of a deep cover clandestine source inside the Russian government. Now as former head of the CIA one could have expected him to have kept this extremely sensitive information completely hidden from the public. So...Is he that stupid (and a good case can be made for that) to so carelessly throw away all that it took to get that source into the level of access he had and potentially costing their life.

Or

Is he lying again as he's demonstrated no hesitation to do so including under oath.
