A good superglue should do it, Zap-a-Gap springs to mind. Also, make players pick up figures by their bases!

A pin drill and a half mil bit. Just take it slowly. Maybe a snifter or two to steady your hand before you start.

The old TTG 15mm Spanish Napoleonic Officers had glue on heads, lost count of how many times I ended up gluing my fingers to each other.

I have tried pinning but my life is too short. I just have to use superglue and pray I never have to do it again. I really now resent the time spent on prepping figures so much, and I avoid any multipart figure as a result.

Two part epoxy glue, or a tiny blob of green or grey stuff and superglue, I'd say.
