Would it be better for the USA if Congress were to pass a law adopting the English system of Legal costs?

I mean, in English Courts (I can't speak for the Scots), if the judgement goes against you in civil courts, then the loser has to pay the other sides legal team. In criminal cases then there is of course the right to legal advice free of costs when you are being questioned by the police. If you are charged with a criminal offence but the charge is found not guilty then if you have incurred costs for your defence then the Judge has the ability to reimburse you from State funds and "make you whole".

Would not this stop a lot of the ridiculous lawsuits?

According to the article, Alaska’s English Rule: Attorney’s Fee Shifting in Civil Cases, it hasn't made much of a difference.

Texas went hybrid in 2011: Texas Exceptions to the American Rule.

Does The American Rule Promote Access to Justice? Was That Why It Was Adopted?

Criminal cases are a different matter and varies between the Federal and State levels.

Not necessarily

The rules are complex and not automatic. They depend on the discretion of the Judge, and on things like the nature of the claim and the particular court or tribunal that you are in.
