They were tolerated for their otherness against the other not so trusted ethnic groups, especially Christians. The Ottoman Turkish elite, like the Romans they replaced or absorbed through conversion, looked down on base commerce. Urban dwelling Jews and Rhōmaîoi/Rumeli(Greeks) were relied on to handle the day to day financial transactions and commerce, though this changed in the later 18th and 19th centuries, with the rise of nationalism.
