As I must constantly tell my students, no, it doesn’t. There's nothing disagreeable about Barker's paper, except for her use of a cartoon demonstrating another white person being triggered by something inane. I encountered similar cherry-picking in Professor Noel Perrin's Giving Up the Gun: Japan's Reversion to the Sword, 1545-1879: with the end of the Sengoku, the Japanese gave up guns and only reacquired the tech after the arrival of Perry and if a society could do this, the same could be done to nuclear weapons. The problem is this never happened: during the Edo Period, firearms were seen as another tool and proper gun control, based on European laws, was enacted in the Meiji Era.
